BBC Gaza Documentary Deemed a 'Significant' Violation of Media Regulations, States UK Media Regulator

The public service broadcaster engaged in a "significant breach" of industry standards by not revealing that the narrator of a film about the Gaza situation was the offspring of a Hamas official, according to British broadcasting authority Ofcom.

An inquiry by Ofcom into Gaza: How to Survive a Warzone has found that the programme was "substantially inaccurate".

The chief executive of the broadcaster had previously apologised, stating there had been "a serious error in relation to truthfulness".

Ofcom has instructed the broadcaster to air a peak-time declaration about its findings.

"Given this constitutes a serious breach of our code, we are directing the broadcaster to air a message of our determinations against it on BBC Two at 21:00, with a date to be finalised," it said.

'Possibility to Undermine Confidence'

The watchdog's announcement stated: "Our investigation concluded that the programme's lack of disclosure that the narrator's father served in a post in the Hamas-run administration was significantly deceptive.

"It meant that the viewers did not have critical information which may have been very significant to their judgment of the presenter and the content he presented.

"Trust is at the center of the connection between a media organization and its audience, notably for a state-funded media outlet such as the public broadcaster.

"This failing had the risk to undermine the very considerable degrees of confidence that viewers would have placed in a documentary produced by the BBC about the Gaza conflict."

The programme was withdrawn from the online platform in the month of February after the narrator's family links were revealed, and in the month of July an corporation's own inquiry concluded it violated the organization's editorial guidelines on accuracy.

A corporation official commented: "The authority's determination is in agreement with the results of the internal assessment, that there was a major oversight in the documentary in relation to the corporation's content standards on accuracy, which aligns with regulation 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we accept the authority's determination in complete. We will comply with the penalty as soon as the schedule and wording are determined."
