UK Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest study of municipal councils, English councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that 60% of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of public land and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise restructuring services and using financial reserves to manage growing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in Kent announced its asset disposal plan featured the sale of a retail complex in a local town and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Increases and Wider Financial Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of authorities will need to increase council taxes next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities this week further found local finances being strained by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” said the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the scale of challenges confronting municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
